A Second Chance
Jacquet Toliver is one of ASCI’s leaders who oversee the CFS, Permanency and Clinical teams.
Toliver was a college student when he first came to ASCI as a communications intern in 2005. He began his full-time career with the agency in 2009, starting as a clerk in the records department before progressing in 2012 to supervisory and other leadership positions in the CFS department.
Toliver earned a bachelor’s degree in psychology from Bowie State University and a master’s degree in social work from the University of Southern California.
Toliver is dedicated to the efforts of ASCI. “I powerfully trust that kinship involves all levels of support, that all relatives, friends and community members can come together to ensure that children are safe and can thrive.”

A Second Chance
A Second Chance, Inc. (ASCI), is a nonprofit corporation established in 1994. Its mission is to provide a safe, secure and nurturing environment to children in the care of relatives or close family friends—formally called kinship care. ASCI is the largest provider of kinship support services to all of Allegheny County, Pa., where it is also headquartered.
