Thomas Daly

Thomas Daly currently serves as the Chief Operating Officer and In-House Counsel at Ability Housing, a position held since April 2023. Prior experience includes roles as Chief of the Housing & Community Development Division with the City of Jacksonville from February 2019 to April 2023 and Manager of Finance & Compliance at the Downtown Investment Authority from April 2014 to February 2019. Daly began a legal career as an Associate Attorney at Lewis, Longman, and Walker P.A. from February 2012 to April 2014, and held positions at Raymond James & Associates as a Vice President and Evensen Dodge as Assistant Vice President. Daly's early experience included serving as a Senior Financial Analyst at the Indiana Housing Finance Authority. Academically, Thomas Daly holds a Juris Doctor in Environmental Law from Florida Coastal School of Law, a Master of Public Affairs in Public Finance from Indiana University Indianapolis, and a Bachelor of Science in Agricultural Economics from Purdue University.
