Judah Gluckman

Judah Gluckman is a seasoned professional in the fields of public policy, infrastructure, and education, currently serving as the Senior Director for Commercial Strategy and Development on the Frederick Douglass Tunnel Program at Amtrak since November 2023. With a diverse background, Judah has been an Adjunct Professorial Lecturer at American University since August 2018, teaching graduate-level courses on public-private partnerships. Previously, Judah held various leadership roles at WSP USA from March 2019 to November 2023, advising clients on infrastructure projects. As Deputy Director and Counsel in the Office of Public-Private Partnerships for the DC Government from September 2011 to December 2018, Judah played a pivotal role in launching an innovative infrastructure delivery agency. Other significant past positions include work for the Executive Office of the Mayor and legislative roles that contributed to major policy initiatives. Judah holds a JD from American University Washington College of Law, a BA in Policy Studies from the University of Chicago, and completed the Career Discovery Program in Urban Planning and Design at Harvard University Graduate School of Design.
