Terrance E. Hancock

Terrance E. Hancock, AICP, currently serves as the Senior Real Estate Development Manager at Amtrak, focusing on the redevelopment of Baltimore Penn Station. Previously, Hancock was the Chief of Property Management at the Maryland Transit Administration, overseeing transit operations in the Baltimore Metropolitan Region. As Director of the South Team at the Baltimore Development Corporation, Hancock contributed to economic growth and revitalization efforts in Baltimore City. Further experience includes working as a Regional Planner for the Maryland State Highway Administration, where responsibilities included managing highway operations, and as Planner I for the Maryland Department of Transportation, focusing on property inventory and reuse strategies. Hancock began the career as an intern at the Citizens Planning & Housing Association, managing community sanitation grants. Educational qualifications include a Master's degree in City and Regional Planning from Morgan State University and a Bachelor’s degree in Urban Studies from the University of Nebraska at Omaha, along with an early focus on architecture at The University of Kansas.
