Matt Shelby is the Chief Business Development at Avports (formerly Pan Am World Services), America’s most experienced airport operator and manager. With nearly two decades of experience leading airport real estate and development projects and airport public-private partnership initiatives for several US major airlines, including Alaska Airlines and United Airlines. Matt joined the Avports team to grow the overall location and partner portfolio and drive broader brand awareness of Avports leading management and development services. He led the recent the 40 year public-private partnership lease for Washington DC’s Manassas Airport (HEF).
Matt represented United Airlines during the SJU privatization under the FAA Pilot Program and the LGA CTB project as well as Alaska Airlines efforts to launch service at PAE with P3 developer Propeller Airports, an organization for which he later consulted. A licensed attorney, his airport relations and public-private partnership (P3) experience span more than 15 years. Matt holds a bachelor’s degree in business and a law degree from the University of Memphis.

Founded in 1927 as a division of Pan Am Airlines, Avports is America’s most experienced and trusted airport manager and operator - the US-based and US-owned airport operator and wholly-owned by West Street Infrastructure Partners III, a family of infrastructure investment funds managed by the merchant banking business of Goldman Sachs & Co. LLC. Avports has historically managed and operated a portfolio of airport O&M and P3/PPP contracts at more than 30 US airports. These airports have been diverse in their operations and have included commercial and general aviation airports, passenger terminals, military bases / joint-use airports, heliports, NASA facilities / spaceports. In the future, the company plans to also operate vertiports for electrical vertical take-off and landing vehicles (eVOTLs) / aerial urban taxis and unmanned aerial vehicles (UAVs). Today, the company operates with 650+ staff at eleven US airports across five US states and is also involved in public-private partnership (P3) investments and long-term leases at Tweed New Haven Airport (HVN) in Connecticut and Airglades International Airport in Florida. The company's presence extends to 25 additional US airports through its affiliate Aviation Facilities Company (AFCO).
