Joseph G. Towner, MPA, currently serves as the Manager of Performance and Data Analytics at BART, where leadership of the District's race equity administration team has led to the creation of the first racial equity framework and a Racial Equity Action Plan template. Prior experience includes roles as a Senior Auditor for the City and County of San Francisco, where contract compliance audits were conducted, and the development of a city construction safety audit program was implemented. Inglewood's City government benefited from Towner's expertise as a Human Resources Specialist and Housing Specialist, while earlier positions included roles at Marvin Engineering, the City of Pasadena, the City of Salinas, and Monterey Peninsula Unified School District. Towner holds a Master’s of Public Administration in City Management from the University of Southern California and a Bachelor of Arts in Business Economics with a focus on Accounting from UC Santa Barbara.

What is BART Perks? The BART Perks Beta pilot program tested a new platform that rewards riders for their BART travel based on when they commute. The program aimed to encourage BART travel at less crowded times and places, including before and after rush hour and on evenings and weekends. Perks was funded primarily through a $500,000 grant from the Federal Transit
