Senior Director Of Program Operations at BAYS

Owanna Stout has extensive experience in youth program operations and juvenile justice, currently serving as Senior Director of Program Operations and Senior Director of Diversion Services at BAYS since May 2017, after previously holding the position of Director of Diversion Services. Prior experience includes serving as Circuit Supervisor at BAYS Florida from January 2014 to May 2017 and working as a Juvenile Probation Case Manager at the Henry & Rilla White Youth Foundation from 2012 to 2013. Additionally, Stout spent over five years at the Department of Juvenile Justice, concluding as Senior Juvenile Probation Officer. Educational qualifications include a Master of Science in Criminal Justice from Nova Southeastern University and a Bachelor of Arts in Social Sciences from the University of the Virgin Islands.

BAYS was organized and chartered as a Florida Not-For-Profit Corporation on April 19, 1982. The agency, founded by William F. Bowman, was developed with the objective of improving the quality of life and increasing the potential of Florida’s youth. Since then, BAYS has provided high quality and professional youth and family services throughout the State of Florida. Over a 35+ year history BAYS has grown into a multi-faceted organization with 14 office locations across the state of Florida and employs over 100 staff members.
