Cynthia Jones, PMP, has extensive experience in IT financial systems and consulting, currently serving as the Manager of IT Financial Systems at Bi-State Development Agency since September 2004. In this role, Cynthia liaises with business stakeholders to identify requirements and enhance IT efficiencies, focusing on automated solutions and process improvements. Prior positions include consulting roles at QBE First, Metropolitan Life, Anheuser-Busch, MEMC Electronic Materials, A.G. Edwards, and LeGrand Computing Services, where Cynthia developed applications in various programming environments and technologies, including Visual Basic, SQL Server, Oracle, and Crystal Reports. Cynthia holds a Bachelor of Science degree in Computer Science from Southern Illinois University Edwardsville, completed in 1996.

Bi-State Development (BSD) is a dynamic and multi-faceted resource for economic development in the St. Louis region. St. Louis Regional Freightway: The St. Louis Regional Freightway was established with the mission of optimizing the St. Louis region’s network of freight transportation infrastructure and advancing the bi-state area’s position as a premier freight gateway and multimodal hub. The Freightway plays a critical role in the growth of the region’s manufacturing and distribution sector.
