Ibrahim Keceli is a seasoned project management professional with a PMP certification and an MBA. Currently serving as the Project Management Office (PMO) Manager and Project Manager at Borsa İstanbul since January 2016, Ibrahim is involved in the NASDAQ Strategic Transformation Program (BISTECH), overseeing the transformation of multiple market sectors. Previously, Ibrahim held the position of Transformation Program Senior Consultant at Albaraka Türk Katılım Bankası, where responsibilities included enterprise project management, change requests, risk management, and user acceptance test management. Ibrahim also has extensive experience as the IT Quality Assurance and Software Testing Department Head at Türkiye Finans Katılım Bankası, where foundational work included establishing QA standards and managing testing processes. Earlier career roles included Software Development Manager and Software Developer at Kuveyt Turk Participation Bank. Ibrahim holds a degree from Boğaziçi University, obtained between 1993 and 1998.

Borsa İstanbul, 2012 yılında yürürlüğe giren yeni Sermaye Piyasası Kanunu uyarınca gerçekleştirilen kapsamlı bir reformla şirketleşme, yatay entegrasyon (vadeli işlemler ve değerli madenler borsalarıyla birleşme) ve dikey entegrasyon (Takasbank ve MKK’da çoğunluk hisse sahibi statüsü) süreçlerini başarıyla tamamlamıştır. Reform programı teknolojik altyapıda kaydedilen önemli gelişmeler, finansal ürünlerin çeşitlendirilmesi, yeni piyasalar açılması ve uluslararası etkinliğin artırılması suretiyle tamamlanmıştır. Through a major reform program involving complete overhaul of Capital Markets Law in December 2012, Borsa İstanbul successfully completed its de-mutualization, horizontal integration (merger with derivatives and precious metals exchanges), and vertical integration (majority shareholder status at Takasbank and MKK). The reform program has also been complemented with significant improvements in the technological infrastructure, diversification of financial products, addition of new markets, and intensified international outreach.
