David Schwartz

David Schwartz is a seasoned public policy professional with extensive experience in healthcare policy and federal affairs. Currently serving as Vice President of Public Policy and Federal Affairs at CareFirst BlueCross BlueShield since March 2021, Schwartz leads the development of public policy and manages engagement programs while facilitating outreach to Congress, regulatory bodies, and industry stakeholders. Prior to this role, Schwartz was Head of Global Policy at Cigna from August 2014 to March 2021 and spent a decade at the United States Senate Committee on Finance, where roles included Chief Health and Human Services Counsel and Health Counsel. Schwartz holds a Juris Doctor from The George Washington University Law School and a Bachelor's degree in Psychology from the University at Albany.
