Doug Guillen

Doug Guillen is an experienced technology leader currently serving as a System Engineering Manager at CareFirst BlueCross BlueShield since January 2023. Prior to this role, Doug held the position of Sr. Manager of Technology Operations for Enterprise Platforms at T. Rowe Price, managing a team responsible for enterprise platform support and overseeing a technology portfolio with an annual total cost of ownership of approximately $2 million. Doug's extensive background in IT management includes roles at Exelon, where leadership included a staff of around thirty for enterprise platform support, and Baltimore Gas & Electric, where Doug spearheaded the planning and execution of the BG&E Mobile Project. Earlier career experiences at Constellation involved management of various IT teams focusing on application development and support, as well as enterprise solutions. Doug began the career in IT as a System Administrator at TEKsystems after earning a degree from Drexel University.
