Tony Kirk is the Director at Central Service Association. Tony has over fifteen years of experience in law enforcement and has been a staff sergeant in the Kansas Army National Guard. Tony is a highly decorated veteran of Operation Enduring Freedom, where they led a ten-person force protection squad. Tony has also served as the Deputy Chief of Police for the Topeka Police Department, where they were responsible for the fiscal management of the agency budget and for ensuring department goals and objectives were accomplished. Tony was instrumental in the implementation of a department-wide vehicle fleet reduction initiative and in the development of a resource allocation study of the police department. Tony has also served as the Interim Chief of Police on a number of occasions.
Tony Kirk has a Master of Science (M.S.) in Total Quality Management from Friends University, a Bachelor of Science (BS) in Human Resources Management/Personnel Administration, General from Friends University, and 15 hours of college credit earned from the University of Virginia in Criminal Justice/Law Enforcement Administration from the 221st Session of the FBI National Academy. Tony also has a Certification from SHRM in Certified Professional in Human Resource Management.

Central Service Association
In 1937, Central Service Association (CSA) was born of a cooperative effort by new utility distributors to create a method of using centralized expertise to perform utility customer billing and other joint services that were determined as useful to the efficient operation of these new utilities. CSA is owned and controlled by the utilities that use the services of the Association. CSA has a very strong heritage that is rooted in a reputation for dedicated efforts to provide accurate and reliable services. The Association is operated without profit and solely for the benefit of its member/owners.
