Paula Ollila serves as the Chief Climate Specialist at ELY-keskus - Centre for Economic Development, Transport and the Environment since August 2023, focusing on the implementation of Finland's Climate Plan for the Land Use sector. Previously, Paula worked as a Ministerial Adviser at the Ministry of Agriculture and Forestry in mid-2024, also addressing the Climate Plan for the Land Use sector. With a strong background in greenhouse gas inventory for the LULUCF sector, Paula conducted research at Natural Resources Institute Finland and the Finnish Forest Research Institute from 2010 to 2023. Additional experience includes positions as a research assistant and trainee at various institutions, including Finnish Environment Institute and University of Helsinki. Paula earned a Master of Science and Bachelor of Science in Agriculture and Forestry from the University of Helsinki.

Finland has a total of 15 ELY Centres. They are tasked with promoting regional competitiveness, well-being and sustainable development and curbing climate change. ELY Centres have three areas of responsibility: • Business and industry, labour force, competence and cultural activities • Transport and infrastructure • Environment and natural resources The Centres for Economic Development, Transport and the Environment steer and supervise the activities of the Employment and Economic Development Offices (TE Offices).
