Prior roles include Administrative Services Manager at Central Marin Sanitation Agency, where responsibilities encompassed financial, human resources, and administrative management, and Director at PFM Asset Management LLC, specializing in financial and investment solutions for public entities. Earlier experience includes serving as Principal at Wells Capital Management and as a Consultant at Wells Fargo. Carlos holds a Bachelor's Degree in History from UC Santa Barbara and an MBA from San Francisco State University.
