Position Goal:

Respite Care of America is a California nonprofit public benefit corporation providing high quality respite child care services to military families throughout California. The Outreach Specialist, Exceptional Family Member Program (EFMP) Respite Care, assists with Respite Care of America’s (RCoA’s) administration and implementation of respite care services to eligible families having children with special needs who are enrolled in the Services’ Exceptional Family Member Program (EFMP).  The Outreach Specialists fulfills RCoA’s mission in ensuring families have access to high-quality child care by recruiting, training, screening, and developing respite care providers employees to work with the EFMP Respite Care program. This position will work with families and providers in California.  35% - 45% travel within Southern California required.

Responsibilities:

  1. Conducts information sessions for interested child care programs and in home providers who have experience and/or education in caring for children with special needs.
  2. Maintains viable pool of providers by utilizing internet-based programs and other resources to recruit and identify potential candidates to refer to enrolled families.
  3. Interviews and conducts reference checks on potential respite care providers.
  4. Will ensure providers complete all pre-service requirements and access to required training to include, but not limited to, Child Abuse Prevention & Recognition and Identification & Reporting, Medication Administration, Sudden Infant Death Syndrome, Communicable Diseases (COVID).
  5. Provides or facilitates access to appropriate professional development training including, but not limited to, Working with Military Families, Intro to Inclusion, Autism, Dealing with Difficult Behaviors, etc*.*
  6. Oversees provider caseload to ensure on-going compliance with program requirements, e.g., training, monitoring, background check renewal.
  7. Provides technical assistance to participating child care programs and in-home providers to maintain the standards set forth by the EFMP Respite Care program.
  8. Provides on-site technical assistance to participating child care programs and in-home providers to observe and assess environments and provider practices which includes mentoring, role modeling; on-site training, and ongoing consultation.
  9. Conducts quarterly site visits to respite care providers and in the home of families’ homes during scheduled respite care sessions to ensure compliance with the program policies.
  10. Conducts annual performance reviews and conducts program review to maintain compliance (i.e. current background checks, site visits, etc.), and professional development plans.
  11. Collects, prepares, and maintains data necessary for reporting purposes to ensure data for accurate monthly reporting.
  12. Works directly with eligible Service Members enrolled in EFMP Respite Care. Conducts an initial family intake for newly enrolled families to review program policies and guidelines, assist with application paperwork, and answer questions.
  13. Provides all enrolled families with enhanced referral service to appropriate providers who meet their requested needs including vacancy checks and parent follow-up.
  14. Maintains communication with family/provider selections through the online system for processing.
  15. Assists with other data requests as specified by management.
  16. Work on special projects and other functions as needed to accomplish Respite Care of America’s business development and objectives.
  17. Performs other duties as required.
  18. This position requires 35%- 45% travel.

Qualifications:

  • Degree in early childhood development, education, or a related field desired or equivalent related experience. Minimum 3 years knowledge of respite care policies and procedures preferred.
  • Prior experience with child care or in-home care monitoring desired.
  • Problem solver with strong organizational/project management tracking, and record keeping skills necessary. Must have good attention to detail, time management and work with established deadlines.
  • Exceptional customer service, interpersonal, communication and conflict resolution skills required.
  • Computer literate with experience with the Microsoft Office suite of products with Excel spreadsheet experience and other data systems highly desired.
  • Knowledge of military and other fee assistance programs.
  • Possess flexibility and ability to work independently in a fast-paced environment.
  • Highly collaborative with proven ability to work with individuals of all levels, diverse backgrounds and skill levels to achieve program goals.

Location:  San Diego, CA.  Candidates must be based in San Diego, CA.
