Aram Kouyoumdjian

Aram Kouyoumdjian currently serves as the Director of Human Resources and City Manager's Office of Employee Relations for the City of San José, a position held since February 2025. Prior experience includes serving as the Director of Human Resources for the City of Berkeley from November 2022 to February 2025, where Aram managed a department of 30 staff and performed critical HR functions while partnering with city leadership. From April 2016 to November 2022, Aram held the role of Assistant General Manager of Personnel for the City of Los Angeles, overseeing a large HR department serving over 50,000 employees and managing an extensive budget. Aram’s career in law began with roles at the Office of General Counsel for the Los Angeles Unified School District, where responsibilities included representing the district in labor and employment law matters. Aram holds a Juris Doctor degree from the University of the Pacific - McGeorge School of Law, a Master of Arts in English from California State University, Northridge, and a Bachelor of Arts in English from the University of California, Los Angeles.
