Summary: 

The Manager of Preconstruction Facilitation has a central role with the tactical application and market positioning of Clearway’s intellectual property and resources in service of forging ongoing project and corporate success. This position is accountable to review and negotiate upstream and downstream commercial agreements, building and managing internal and external customer deliverables, implementing and further developing existing risk management tools and outputs, and assisting in the construction and use of bid approach planning tools, all in between other deadline focused and quality critical tasks.

Location: Clearway's Head Office – Maple, ON.

Hours of Operations: 8:00 am to 5:00 pm (EST)

Essential Duties & Responsibilities:

  • Owns turnover deliverable timelines and turnover deliverable quality, including an expectation of continuous iterative improvement; manages turnover process from a Preconstruction perspective.
  • Works to provide context and perspective – both by working directly and through coordination and management of other staff (both through the same reporting structure and via interdepartmental process) to both internal and external customers for active pursuits at all stages through facilitating risk reviews (constructability and/or vendor support) and managing issues with previous deliverables.
  • Works directly to ensure questions of commercial risk are answered within the pursuit process and communicated outside of that process to pursuit stakeholders.
  • Reading, interpreting and drawing conclusions from upstream contracts, including drawing bespoke exception logs and defending them for specific customers or in specific situations, and leading productive discussions within the Preconstruction department around implementation of related commercial risk mitigation strategies throughout the Pursuit Process.
  • Coordinating and managing constructability and approach optimization for ongoing pursuits, including ensuring decisions made during any pursuit are properly communicated to pursuit stakeholders and, where applicable, appropriate commercial adjustments are considered at appropriate times.
  • Interfacing with potential customers with a focus on providing actionable constructability, budgetary and/or optimization feedback (usually in the form of long-term customer development).
  • Assisting in bid reviews, bid closings, vendor vetting, and/or risk management reviews for ongoing pursuits, including ensuring issues identified during any of these processes are addressed in any close and/or any pursuit turnover.
  • Development, compilation and dissemination of project risk matrixes as assigned/required.
  • Schedule and coordinate separate components of the pursuit turnover process with internal and external project stakeholders.
  • Continued development of the output, format, design, implementation and/or enforcement of departmental tool and document use. Create new document types and forms for department use in system and/or process improvement;
  • Chair, moderate and ensure transcription of turnover meetings.
  • Coordinate resolution of issues within issue log in a productive and timely fashion.
  • Manage inputs and outputs into department and corporate lessons learned process.
  • Manage inputs and outputs into vendor selection process.
  • Coordinate/complete external customer development submissions which fall under the purview of the Preconstruction department.
  • Finalize and implement suite of pursuit response documents.
  • Review, negotiate and provide summaries for upstream contracts for use by the Senior Director, Preconstruction, and/or other Senior Management.
  • Draw or coordinate the drawing of proper inputs for internal budget/customer support documents.
  • Draw or coordinate the drawing of proper inputs for external budget/customer support documents.
  • Coordinate and ensure quality assurance of all turnover documentation while adhering to strict timelines;
  • Ensure high level of customer satisfaction on turnover.
  • Communicate schedule critical path during pursuit for the purposes of risk management and commercial planning.
  • Communicate schedule critical path during preconstruction, including initial specification read and timely dissemination of early action items during turnover.
  • Develop/complete lead and response letters for pursuits.
  • Develop/complete exception logs for pursuits.

Requirements:

  • Engineering Degree (Civil Engineering preferred), or a Construction Management Degree with Heavy Civil Construction
  • experience (preferably sewer and watermain or earth moving)
  • Holding designations including P. Eng, PMP, PQS or EIT is considered an asset
  • 5 - 10 years of construction experience is required
  • Proficient in the English language (written and oral) with strong inter-personal and communication skills in highly demanding and time sensitive situations is essential
  • Experience completing commercial reviews (formal or informal) for Civil Construction Contracts an asset
  • Adept at multi-tasking and prioritizing
  • Strong critical thinking skills and attention to detail
  • Effective time management and organizational skills
  • Proven ability to work independently while still functioning effectively within a team environment
  • Excellent client-facing and internal communication skills.  Negotiation and Conflict management skills are essential
  • Proficiency with Bluebeam, Microsoft Office and Excel
  • A working understanding of Microsoft Project is an asset
  • Must be able to apply innovative management practices to maximize group performance
  • Strong commitment to timing and quality standards
  • Valid Ontario Drivers License
  • Must be legally eligible to work in Canada – no work permit sponsorship is available for this position
