Elnora Cameron has extensive experience in healthcare management and strategic development, currently serving as Vice President of Strategic Development at NorthBay Healthcare since 1987, where responsibilities include overseeing strategic planning, business development, facility development, and managed care services, in addition to leading the innovation subsidiary, NorthBay Health Advantage. Cameron co-founded a health plan under NorthBay Healthcare that competes effectively in the market, focusing on member and physician relationships. Since 1999, Cameron has also been the Chair of the Board of Directors at Western Health Advantage, responsible for guiding the organization and mediating strategic discussions. Previous experience includes serving as a Board Member at Partnership HealthPlan of California from 1996 to 2013, where leadership was provided for services aimed at low-income populations. Educational qualifications include a Master of Science in Urban and Regional Planning and a Bachelor of Arts in South Asian Studies from the University of Wisconsin - Madison, along with additional training from the San Francisco Foundation Center and Productive Learning.
