Director, Population Health Management - STAR Kids at Community First Health Plans

Roxanne Rosa, MHA, FACHE, LSSBB, CPC, CPB, serves as the Director of Population Health Management for STAR Kids at Community First Health Plans, overseeing managed care clinical activities and deliverables for Medicaid. Previously, Roxanne held the position of Executive Director at University Health System, providing leadership to multiple departments and managing over 140,000 annual visits. Additional roles at University Health System included Administrative Director, where responsibilities spanned strategic, financial, and operational oversight, and Operations Manager, focusing on fiscal performance for outpatient dialysis units. Roxanne began their career as Manager of Strategic Planning and Business Development. Educational credentials include a Master’s Degree in Health Care Administration from Trinity University and a Bachelor’s Degree in Biology from The University of Texas at San Antonio.
