Heather Browning has a diverse work history with experience in the fields of philanthropy, strategic partnerships, grassroots training, executive assistance, campaign management, and voter registration. Heather currently holds the position of Vice President of Philanthropy at the Competitive Enterprise Institute, where they manage a multi-million dollar donor portfolio and oversees budgeting and revenue tracking. Prior to that, they served as the Managing Director of Philanthropy at the same organization, leading fundraising efforts and assisting with event planning. Heather also held roles at Americans for Prosperity Foundation, Americans for Prosperity, Dillards, American Action Network, Arkansas Secretary of State, Harris Media LLC, and the Republican National Committee, where they gained experience in various aspects of organizational management, training, and outreach. Overall, Heather Browning has demonstrated a strong track record in fundraising, partnerships, and grassroots engagement.
Heather Browning completed their education at various institutions and received degrees and certifications in different fields. Heather attended Texas A&M University - The Bush School of Government and Public Service from 2020 to 2022, where they obtained a Masters of Public Administration & Service in Non-Profit Management. During the same period, they also earned a Graduate Certificate of Nonprofit Management with a specialization in Fundraising and Philanthropy from the same institution.
Prior to their time at Texas A&M University, Heather Browning pursued a Master of Business Administration (M.B.A.) at Harding University from 2009 to 2011, focusing on Management and Business Ethics. Heather had previously obtained a Bachelor of Arts (B.A.) in Public Relations/Image Management from Harding University, completing their undergraduate studies from 2004 to 2008.
In addition to their degrees, Heather Browning obtained a certification in Group 2.Social and Behavioral Research Investigators and Key Personnel from the CITI Program in July 2022.

The Competitive Enterprise Institute is a non-profit public policy organization dedicated to advancing the principles of limited government, free enterprise, and individual liberty. We also build coalitions, joining with allies to advance specific issues at the state, national, and international levels. When appropriate, we pursue our pro-freedom advocacy in court. We have brought lawsuits challenging the constitutionality of dubious statutes, interstate agreements, and onerous regulations, and we have sued government agencies to force the disclosure of public information. Founded in 1984, CEI has grown into an effective advocate for freedom on a wide range of critical policy issues, including energy, environment, business and finance, technology, telecommunications, and food and drug regulation.
