Confluence Academies
Dr. Candice Carter-Oliver began their work experience in 2011 as the Assistant Superintendent of Academics and Support Services at Normandy Schools Collaborative. Carter-Oliver, Ph.D. held this position until 2016. In 2017, they went on to become the Chief Executive Officer of Confluence Academies, where they were responsible for leading all aspects of the charter schools, including implementing the strategic plan and overseeing the hiring and evaluation of leadership staff.
Carter-Oliver, Ph.D. Candice has a diverse and extensive education history. In 2002, they began their educational journey at Southern Illinois University Edwardsville, where they earned a Bachelor of Science degree in Elementary Education. Carter-Oliver, Ph.D. then pursued further studies at the University of Missouri-Saint Louis, obtaining a Master of Education in Education Administration in 2004. Following this, they continued their education at the same institution and earned an Education Specialist degree in Education Administration in 2007.
Carter-Oliver's pursuit of knowledge and academic achievement did not stop there. Carter-Oliver, Ph.D. went on to complete a Ph.D. in Metropolitan Leadership and Policy Studies at the University of Missouri-Saint Louis in 2014. In 2018, they attended Washington University in St. Louis for an advanced management certification in Executive Leadership, further enhancing their skills and knowledge in this area.
Carter-Oliver's dedication to personal growth is evident through their additional certifications. Carter-Oliver, Ph.D. completed Harvard University Leadership Training through the Harvard University Graduate School of Education in 2015. In 2018, they obtained an additional Advanced Management Certificate from Washington University in St. Louis. Most recently, in 2021, they completed the Johns Hopkins Contact Tracer for COVID-19 certification provided by The Johns Hopkins University.
From their Bachelor's degree in Education to their Ph.D. in Metropolitan Leadership and Policy Studies, Carter-Oliver, Ph.D. Candice has shown a commitment to education and continuous professional development, enabling their to excel in the field of education administration and executive leadership.

Welcome to Confluence Academies! Confluence Academies is a non-profit public charter school system that strives to provide the highest quality pre-collegiate education to students in pre-kindergarten through high school. Confluence Academies is governed by one Board of Directors with one charter school sponsor – University of Missouri-Columbia. University of Missouri-Columbia sponsors five sites - Old North, South City, Aspire Academy, Confluence Preparatory Academy, and Grand Center Arts Academy. Aspire Academy and Confluence Academy-Old North serve students in grades PreK-8; Confluence Academy-South City serve students in grades PreK-8 too. Since its establishment in 2003, Confluence Academy has grown as a public charter school from one campus and 245 students to a network of five schools serving nearly 3,000 students. Throughout its history, Confluence has become one of the most successful networks of public charter schools in the City of St. Louis and in Missouri.
