Layla Naficy

Layla Naficy currently serves as the Chief Human Resources Officer at the Council on Foreign Relations, a position held since September 2024. Prior to this role, Layla worked at the Simons Foundation for nearly 11 years, progressing from HR Generalist to Manager of HR & Talent Acquisition, and ultimately to Director of Talent and Development. Earlier experience includes positions at The College Board as Associate Director and Assistant Director of Organizational Development, and roles at Philosophy IB as a Workshop and Training Associate and Office Manager. Layla began a career in HR and administration as an Intern and Administrative Assistant at InsideNGO. Educational qualifications include a Master of Science in Human Resource Management and Development from New York University and a Bachelor of Arts in International Studies from Dickinson College.
