With a robust background in all-hazard emergency management consulting across various organizations, including HWC, Whitney, Bradley & Brown, DPR Inc., and MPR Inc., Cowan has demonstrated expertise in providing strategic advice to government and private sectors. Prior to entering the civilian sector, Cowan served as a Commissioned Officer and Naval Aviator in the US Navy for two decades. Educational accomplishments include a Bachelor's degree in Physical Sciences from the United States Naval Academy and various certificates from prestigious institutions such as the Georgetown University Government Affairs Institute and the U.S. Naval War College.
