Samuel J. Burruano Jr. is the Senior Vice President, General Counsel and Corporate Secretary at Five Star Bank. Samuel was previously the Assistant General Counsel-Retail Services and Assistant Corporate Secretary-SVP at First Niagara Bank from March 2011 to October 2016.
As Assistant Corporate Secretary, Sam worked on various corporate matters, such as M&A, contractual, and litigation matters. Samuel also built and led the legal team that delivered advice to Retail Banking, Residential Lending, Consumer Finance, and Indirect Lending lines of business and associated Compliance oversight functions (BSA/AML, Consumer Deposit and Lending Regulations). Sam served as the lead attorney for deposits, lead attorney for Residential Lending, Servicing, Collections, and Secondary Markets, and managed Consumer Compliance.
In addition to these responsibilities, Sam also served on several key leadership committees, such as the Management Compliance Committee, Consumer Credit Risk and Policy Committee, New Products and Initiatives Committee, and BSA/AML Committee. On the Management Compliance Committee, Sam prepared enterprise level policies and oversaw the administration of the Compliance Management Program. Samuel reported operational and regulatory risks to executive management on the Consumer Credit Risk and Policy Committee. The New Products and Initiatives Committee evaluated and implemented product changes, geographic expansions, and other strategic initiatives. Lastly, Sam oversaw the administration of the BSA/AML Program and implemented policies on the BSA/AML Committee.
