Madeleine Ehrlich McDonnell

Chief, Strategy & Operations at Gateway Development Commission (GDC)

Madeleine Ehrlich McDonnell serves as the Chief of Staff and Policy Advisor at the Gateway Development Commission since July 2022. Previously, Madeleine held several key roles at the New York City Department of Transportation from June 2014 to July 2022, including Chief of Staff, Senior Director, and Director of Special Projects in the Office of the COO, and Deputy Chief of Staff. Prior to that, Madeleine was an Accenture Fellow at New York University and worked as a Graduate Intern in the Office of the Deputy Mayor for Economic Development at the New York City Mayor's Office. Additional experience includes positions at the Roosevelt Institute, NYC Department of Small Business Services, and an internship with Senator Hillary Rodham Clinton's office. Madeleine earned a Master of Public Administration in Management from NYU Wagner School of Public Service and a Bachelor of Arts in Political Science and Government from Cornell University, following early education at Stuyvesant High School.

Gateway Development Commission (GDC)

The Gateway Program is the most urgent infrastructure program in the country – a comprehensive rail investment program that will improve commuter and intercity services, add needed resiliency and create new capacity for the busiest section of the Northeast Corridor (NEC). The NEC is the most heavily used passenger rail line in the country hosting more than 2,200 train movements and 800,000 passenger trips daily. The Gateway Development Commission (GDC) is a single-purpose bi-State agency with Board members representing Amtrak and the States of New York and New Jersey. GDC is the project sponsor for the Hudson Tunnel Project.
