Richard Gaines, MBA, currently serves as a Stephen M. Kellen Term Member at the Council on Foreign Relations and is a member of the Leadership Circle at Foreign Policy for America. As the Human Rights Policy & Advocacy Lead at the Wikimedia Foundation, Richard directs the implementation of human rights commitments and oversees compliance with emerging regulations. Prior experience includes roles as Program Manager of Security Intelligence & Risk Mitigation at Delta Air Lines, where Richard developed strategies to reduce security risks, and as Program Officer at the U.S. Department of State, advising on human rights issues in Latin America. Richard holds an MBA in Global Management from The George Washington University and a BS in International Affairs and Spanish from the Georgia Institute of Technology.

The Global Network Initiative (GNI) was launched in 2008. Our mission is to protect and advance freedom of expression and privacy rights in the information and communications technology (ICT) sector by setting a global standard for responsible decision making and serving as a multistakeholder voice in the face of government restrictions and demands. GNI members include ICT companies, civil society organizations (including human rights and press freedom groups), academics, academic institutions, and investors from around the world.
