As chief operating officer, Todd leads the operations team and managing firmwide processes. Engineering has always been in his blood; his father and brother work as engineers and his mother as a math teacher. He joined Halff’s Public Works practice after graduating from Louisiana Tech University in 1996. He helped open the company’s Austin office in 2002 and began overseeing the Austin, San Antonio, Houston, Conroe and Tyler offices. He was named executive vice president in 2018. He serves on the HCI board of directors, is a member of ACEC’s Austin Chapter, and served on the company’s board of directors from 2016 to 2019.
In his community, Todd serves on the Georgetown Chamber of Commerce and Williamson County ESD No. 4 boards.
