Shelly Thomas

Shelly Thomas currently serves as the Director of the Policy Division at the U.S. Department of Health and Human Services, a position held since June 2022. With extensive experience at the Defense Contract Management Agency, Shelly has progressed through several key roles, including Acting Director of the Small Business Compliance Center and Assistant Director of the Specialized Support Center, where responsibilities involved overseeing the implementation of small business programs and compliance audits in collaboration with the Small Business Administration. Previous roles include Contracting Officer and Contract Specialist at DLA Energy and Defense Logistics Agency, managing high-value contracts and complex acquisitions. Shelly holds a Master of Arts in Economics and a Bachelor's degree in Accounting, both from Virginia State University.
