Paul Silvern

Paul Silvern is a Partner at HR&A Advisors, Inc., where a career spanning several decades has focused on national economic development, real estate advisory, housing affordability, and urban policy consulting since April 1986. Previously, Paul Silvern served as the Planning Director and Policy Development Manager for the City of Santa Monica from February 1983 to September 1985 and worked as an Economic Development Specialist for Skid Row Development Corp. from June 1979 to January 1983. Early career experiences include roles as a Project Manager at Urban Innovations Group and as a Research and Teaching Assistant at UCLA Graduate School of Architecture & Urban Planning. Paul Silvern began a professional career as an Architect in the Plans & Programs Branch at Pt. Mugu Pacific Missile Test Center from June 1974 to August 1976. Educational qualifications include a Master’s degree in Architecture and Urban Planning from UCLA and a Bachelor’s degree with Honors in Architecture from the University of Illinois Urbana-Champaign.
