David Hagley, PE, APM is a seasoned civil engineer and real estate investor with extensive experience in engineering and project management. Currently self-employed as a real estate investor since February 2020, David has also served as a project engineer at HWC Engineering since September 2016 and held various engineering positions prior, including civil engineer and public works director for the City of Huntington. David's background includes significant roles as a bridge design engineer at URS Corporation and Site Blauvelt Engineers, focusing on the design and inspection of bridge components. David holds a Bachelor of Science in Civil Engineering from the WV Institute of Technology and an APM in Pavement Management from IPMA/Auburn University.
