Theodora Lenihan started their education at Stuyvesant High School from 1991 to 1995, where they did not earn a degree or specify a field of study. Following this, they attended St. John's University from 2002 to 2003 and obtained a Bachelor of Arts (B.A.) degree in Asian Studies. Continuing their education, Theodora enrolled at Washington University in St. Louis School of Law from 2003 to 2006, where they successfully completed their Doctor of Law (JD) degree.

The Immigrant and Refugee Community Organization (IRCO) is a non-profit organization established in 1974 to serve immigrants and refugees in Portland, Oregon. Since its founding, IRCO has served more than 55,000 people through provision of programs and services that meet needs related to training and employment, health and aging, English language learning, naturalization and adjustment, community development, early childhood, parenting and youth development, education and interpretation and translation.
