David M. Hahn has extensive experience in emergency services and law enforcement, currently serving as the Director of the Department of Emergency Services for Lackawanna County since June 2012, overseeing the county's 911 system and emergency management agency with over 42 employees. Prior to this role, David served as a Corporal with the Pennsylvania State Police from November 1991 to June 2012, where David M. was a member of specialized teams including the Clandestine Lab Response Team and the Weapons of Mass Destruction Team. David's earlier career includes roles as a 911 Dispatcher and Sergeant at Covington Township Police, as well as military service in the US Army as a Sergeant specializing in combat engineering and air crash rescue. Lackawanna County

Lackawanna County is classified as a third-class county, having a 2020 population between 210,000 and 500,000. One-third of the population resides in the city of Scranton. Lackawanna is the youngest of Pennsylvania’s 67 counties. The county seat is located in Scranton. Three commissioners make up the chief governing body of the county and are elected by the voters to four-year terms. A Home Rule Charter, adopted in 1976, governs the county.
