Earlier experience includes serving as a Shareholder and Co-Team Leader of the Environmental and Energy Practice Group at Godfrey & Kahn, S.C. from 1981 to 2007, focusing on mergers and acquisitions, real estate, and environmental issues. Barker earned a Juris Doctorate from the University of Wisconsin-Madison and a Bachelor's degree in Education and Sociology from Beloit College.
