LISCR
Tim Keegan has a diverse work experience background. Tim started their career in 1974 as a Commander in the U.S. Coast Guard and held that position until 1996. During this time, they also served as a Regional Response Team Coordinator for the Federal Region III Regional Response Team from 1990 to 1993. In 1999, they joined the Liberian International Ship & Corporate Registry (LISCR) as the VP of Safety and Security, and then moved to the Liberian Ship and Corp. Registry in VA, USA in 2000 in the same role. Since 2019, Tim has been working as a Business Consultant in a self-employed capacity.
Tim Keegan earned a Bachelor of Science (BS) degree in Nautical Science from California State University Maritime Academy, where they studied from 1972 to 1974. Tim later pursued a Master's degree in Business Administration and Management, General from Troy University, which they completed between 1990 and 1992.

With a fleet of over 5,600 vessels and 242 million gross tons, the Liberian Registry is the world's second largest registry and represents 15% of the world's ocean-going fleet. Liberia is recognized at the top of every industry “white-list” including the International Maritime Organization and the major Port State Control authorities and Qualship-21 with the U.S. Coast Guard.
