Quality Managers lead and manage the deployment of an Institutional integrated quality program that supports the mission and drives operational excellence by ensuring quality work is executed consistently and effectively through enhanced performance, efficiency, and improvement across all major areas of Weapons, Science Technology and Engineering (ST&E), and Operations, with an overall focus on improving mission delivery.

Serves as leader for more than one office with institutional responsibility for management of the development, deployment, and integration of several quality assurance tools and processes. Requires an in-depth knowledge of the functional areas and Laboratory goals and commitments, current business trends, data analysis, and performance improvement approaches. Negotiates with customers or management regarding matters of significance to the organization. Participates in corporate development of methods, techniques, and evaluation criteria for projects, programs, and people. Works with abstract ideas or situations across functional areas of the business. Ensures budgets and schedules meet corporate requirements. Successfully integrates the activities of major organizational segments. Acts independently, guided only by very broad Laboratory policies and objectives. Makes final decisions on administrative or operational matters and ensures operations’ effective achievement of objectives. Decisions affect the success of the division, Laboratory, or corporation. Faulty decisions or recommendations have a long-term effect on the organization's success. Regularly interacts with executives and/or major customers from multiple disciplines (both direct and indirect). Interactions frequently involve special skills, such as negotiating with customers or management or attempting to influence senior level leaders regarding matters of significance to the organization. Directs and controls the activities of one or more functional areas, divisions, product groups or service areas through managers who have overall responsibility for the successful operation of those assigned areas. Ensures that budgets, schedules, and performance standards are realistically set and attained for the organizational unit, and recommends and implements changes to methods.
