Philip Dacey

Philip Dacey holds a robust background in public administration and law, with extensive experience in transportation policy and governance. Currently serving as the Director of Policy and Innovation at the Maryland MVA since November 2019, Dacey has previously held key roles including Council Member At Large for the Frederick County Council and Deputy Administrator of Central Operations and Safety Programs at the Maryland Department of Transportation Motor Vehicle Administration. With a tenure that spans over a decade at the MVA, Dacey has developed expertise across various agency operations and has represented Maryland on the AAMVA Standing Vehicle Committee. Dacey's educational credentials include a J.D. from the University of Baltimore School of Law and a Bachelor of Arts in American Government and Politics from the University of Maryland, alongside a leadership qualification obtained in 2015 from Leadership Maryland.
