Phillip Scott, P.E., C.M.E. is a seasoned engineering professional with extensive experience in urban engineering and development. Currently serving as the Director of Urban Engineering and Development at Matrix New World Engineering since October 2022, Phillip previously held the role of Director of Engineering for the City of Newark from September 2014 to October 2022, having joined the Baraka administration in that timeframe. Prior experience includes serving as a Senior Project Manager at Matrix New World Engineering, focusing on site development projects in the greater New York City area, and as a Senior Associate at Birdsall Services Group, managing various residential and commercial developments. Phillip began their career as a Senior Staff Engineer at T&M Associates after earning a Bachelor of Science in Civil Engineering from the New Jersey Institute of Technology.
