Annette Lucas serves as the Stormwater Program Practice Lead at McAdams since November 2021. Prior to this role, Annette held the position of Stormwater Program Supervisor at the NC Division of Energy, Mineral, and Land Resources from August 2013 to October 2021, where significant contributions included overhauling the NPDES permitting program and transitioning the program to digital file storage. Annette's earlier experience also includes serving as an Environmental Engineer, where responsibilities encompassed leading the state's engineering design standards for stormwater control measures and directing the Rules Review and Readoption Process for state stormwater rules. Annette holds a Master of Engineering in Civil Engineering from North Carolina State University and a B.A. in Public Policy Studies with a focus on Environmental Law, Science, and Engineering from Duke University.
