Vic Mercado

Vic Mercado is an accomplished leader with extensive experience in national security and defense strategy. Currently serving as a Partner at IBM focused on Federal Defense since May 2023, Vic also holds positions as a Member of the Board of Directors at Momentus and Chief Executive Officer at Victory Strategies LLC, both since 2021. Previously, from July 2019 to January 2021, Vic served as the Assistant Secretary of Defense for Strategy, Plans & Capabilities at the United States Department of Defense, providing critical advisory support on defense strategy and policy. Additional roles include Deputy Assistant Secretary of Defense for Plans and Posture at the Office of the Secretary of Defense and a distinguished career in the US Navy, culminating in the rank of Rear Admiral. Vic holds a Bachelor of Science in Mathematics and Computer Science from the United States Naval Academy and a Master of Science in Systems Technology from the Naval Postgraduate School.
