Justin Black is an experienced technology executive with a strong background in information systems and data analytics. Currently serving as the Chief Technology Officer for Montgomery County Government since 2024, Justin previously held the same title at the U.S. House of Representatives from 2018 to 2023. Prior to that role, Justin was the Chief Information Officer and Director of Data Analytics at the Department of Veterans Affairs, Office of Inspector General from 2008 to 2018. Justin also contributed as a Technical Lead Engineer at the U.S. Department of the Treasury from 2002 to 2008 and served as Adjunct Faculty in the Department of Computer Science at CCBC from 2001 to 2002. Justin holds a Master’s degree in Computer Science and a Bachelor of Science in Computer Science, both from the University of Maryland Baltimore County.
