Jim McMillan is the Principal Court Management Consultant at the National Center for State Courts. Jim has been in this role since September 1990. Prior to that, they were the Information Systems Director at the Arizona Supreme Court, AOC from February 1980 to September 1990. In this role, they managed overall automation activities for the Arizona Supreme Court and Administrative Office of the Courts (1980-1990). This included coordinating and implementing automation in the Court of Appeals, Superior Court, and limited jurisdiction courts in Arizona. Jim also designed and wrote LOCIS (LOwer Court Information System) for use by small Justice of the Peace and Municipal Courts throughout Arizona on personal computers and personal computer networks. LOCIS was eventually installed in 64 courts in the state and was recognized by the National Center for State Courts in the Court Technology Reports, Transferable Systems, 1988. In 1990, they coordinated the technical requirements and design for the Arizona Courts Building (27 million dollar project) including developing and managing the request for proposal for un-interruptible power supply and a fiber optic backbone and twisted pair network (over 450 nodes) for the building.
Jim McMillan earned their Masters in Public Administration (MPA) from the USC Sol Price School of Public Policy with a certificate in Judicial Administration. Jim earned their BA in Government from New Mexico State University.
Jim McMillan reports to Jeffrey Apperson, VP, NCSC International. They are on a team with JoAnne Richardson - Senior Program Manager, Emilia Rebelo - Senior Program Associate, and Evan Frauhiger - Senior Program Associate.
