Douglas Holtan, PE, has extensive experience in facilities management and engineering, currently serving as Facilities Manager and previously as Facilities Specialist at NOAA since October 2020. Holtan has a significant military background, including serving as CAPT in the US Navy Reserves from December 2018 to February 2022, where responsibilities included coordinating national security emergency preparedness as a Navy Emergency Preparedness Liaison Officer. Prior to that, Holtan held multiple leadership roles within the Navy Reserves, including Commanding Officer of Cargo Afloat Rig Team THREE and Chief Staff Officer for NR ESG-3. From October 2003 to October 2020, Holtan worked as a Mechanical Engineer at McKinstry, focusing on commercial construction projects. Holtan's military career includes serving as a liaison officer at NATO HQ ISAF in Kabul and various officer roles within the US Navy, including positions in propulsion and auxiliaries divisions. Holtan holds a Bachelor of Science in Mechanical Engineering from Washington State University and completed the Joint Professional Military Education - Phase 1 at the U.S. Naval War College.
