Jo Horrocks is an accomplished professional in resilience and emergency management, currently serving as the Chief Resilience & Research Officer and Head of Resilience Strategy and Research at the Natural Hazards Commission Toka Tū Ake since July 2019. Prior to this role, Jo held significant positions at the Ministry of Civil Defence & Emergency Management, including Principal Advisor Emergency Management from March 2013 to June 2019 and Team Leader National Planning from October 2006 to February 2013. Jo's expertise in emergency management was further developed as a Project Manager at the Ministry of Health New Zealand from May 2003 to October 2006. Jo holds a Ph.D. in Earth Science from The University of Waikato and a Master of Arts in Geography from the University of Oxford.

Natural Hazards Commission Toka Tū Ake
The Natural Hazards Commission Toka Tu Ake is New Zealand’s unique response to its geological environment. NHC Toka Tū Ake provides insurance cover for damage to residential property caused by earthquakes, landslips, volcanic eruptions, hydrothermal activity and tsunamis. All New Zealanders with home and/or contents insurance automatically receive NHCover. Other key functions include: Administering the Natural Disaster Fund, facilitating and supporting research to help build understanding of natural disasters and how to mitigate damage, and implementing education initiatives using school programmes, advertising and collateral.
