Kelsey Gowan has a diverse work experience spanning over several years. Starting in 2013, they worked as a Direct Support Professional at Arc Of The Ozarks, where they provided support to individuals with disabilities. In 2014, they joined the St. Mary Parish E9-1-1 Communications District, initially working as a 9-1-1 Operator/Dispatcher and later transitioning to the role of Database Manager/Emergency Dispatcher. Kelsey held these positions until July 2022. Currently, they are working at Netchex as an Implementation Project Lead, a position they started in July 2022.

Kelsey Gowan pursued their education from 2017 to 2020 at the American Public University System. In terms of certifications, Kelsey acquired the Certified Training Operator certification from APCO International in June 2020. In May 2016, they obtained the IS-360 certification from FEMA. Furthermore, they received the Public Safety Telecommunicator 1 certification from APCO International in September 2020, and the Fire Service Communications certification from the same institution in July 2020.
