Claire Holba currently serves as an Immigration Policy Analyst and Immigration Policy Fellow at the Niskanen Center, while also holding the position of Director of Policy and Advocacy at Patchwork Indy. Claire has significant experience in the non-profit sector, including founding and leading Patchwork Indy as Executive Director from 2019 to 2023. Additionally, Claire has worked as a Human Rights Consultant for the Institute of Chin Affairs Inc. and completed a Critical Language Scholarship Program with the U.S. Department of State, focusing on Mandarin Chinese in Taipei. Prior roles include Community Relations Coordinator for FORA, Graduate Program Assistant at DePaul University, and Community Development Coordinator at The Dwelling Place. Claire holds a Master of Science in Refugee and Forced Migration Studies from DePaul University and has engaged in educational pursuits at Sun Yat-Sen University, demonstrating a strong commitment to immigrant and refugee advocacy.

Established in 2014, the Niskanen Center is a nonpartisan think tank that works to change public policy through direct engagement in the policymaking process: developing and promoting proposals to legislative and executive branch policymakers, building coalitions to facilitate joint action, and marshaling the most convincing arguments in support of our agenda.
