Rick Harrison

As president of Noblis ESI, Mr. Harrison is responsible for the general manage­ment and strategic direction of Noblis ESI’s overall technical, financial, and administra­tive activities. He has a proven performance record in challenging industry, operational, program management, and engineering posi­tions.

Mr. Harrison has extensive experience in lead­ing organizations and developing innova­tive solutions to some of the most complex national security challenges in Command, Control, Communications, and Computers and Intelligence, Surveillance, and Reconnais­sance. His present work focuses on delivering National Technical Means to the last tactical mile.

Mr. Harrison is a retired United States Naval Officer with 25 years of ser­vice where he worked exclusively within the intelligence community serving at Naval Intelligence Units as well as National Intelligence Agencies. He joined Noblis ESI in 2008 and most recently served as the Company Vice President and Program Manager on their largest contract.

Mr. Harrison has a Master of Science in Space Systems Operations from the Naval Postgraduate School and a Bachelor of Science in Management from the University of Maryland, University College.
