David Clement is a seasoned energy professional with extensive experience in resource planning, load forecasting, and energy market analysis. Currently serving as Senior Program Manager at Northwest Energy Efficiency Alliance since May 2015, David manages the Northwest End Use Load Research Project, a critical initiative for energy efficiency and planning. Previously, David held the role of Director at Seattle City Light, overseeing long-term resource planning and regulatory reporting. As Director of Western Energy and later Director of Electric Transmission at Cambridge Energy Research Associates, David provided insights on gas and power markets as well as electric transmission policy. David's earlier experience includes acting as Director of Corporate Strategic Planning at PacifiCorp, where strategic business planning was a key responsibility. David holds a Master’s degree in Agricultural and Resource Economics from Oregon State University.

The Northwest Energy Efficiency Alliance (NEEA) is an alliance of more than 140 utilities and energy efficiency organizations working on behalf of more than 13 million energy consumers to increase the adoption of energy-efficient products, services and practices. To do this, the alliance identifies and removes market barriers to energy efficiency to drive permanent change throughout the supply chain. This formalized, lasting approach is known as Market Transformation. Since 1997, NEEA and the region have saved enough energy to power more than 900,000 homes each year.
