Cathy Baker SFFin GAICD has extensive experience in strategic infrastructure, governance, and asset management, currently serving as the Director of Capital Planning and Investment at the NSW Department of Communities and Justice since December 2015. In this role, Cathy leads infrastructure planning in alignment with Infrastructure NSW and Treasury policies, and has developed key governance frameworks. Previous positions include Director roles in the PaTH Program, commercial management, and governance for major digital and ICT programs, along with nonprofit and consultancy endeavors that focus on governance and transformation across various sectors. Cathy holds a Graduate Certificate from the Australian Institute of Company Directors and serves as a Senior Fellow at Finsia, alongside non-executive director responsibilities at Law Courts Limited.

The DCJ is the lead agency in the new Stronger Communities Cluster. The department enables services to better work together to support everyone's right to access justice and other help for families, and strengthen/bolster the promotion of early intervention and inclusion, with benefits for the whole community. Working together in the Stronger Communities cluster means we can continue to deliver services with a more unified and collaborative approach. There is now a greater focus on prevention and early intervention, faster responses, more seamless operations, less duplication of effort and better outcomes.
