Tom Cissell, P.E. has extensive experience in civil engineering, currently serving as Project Manager and Partner at Oates Associates, Inc. since March 2000. Responsibilities include designing urban and local roads, athletic improvements such as synthetic turf fields and 400-meter tracks, and engaging in specialized projects for higher education institutions, alongside conducting traffic studies for municipal clients. In addition, Tom Cissell acts as City Engineer for Troy, performing development and drainage reviews while providing technical guidance to local government officials. Since March 2012, Tom Cissell has also contributed to academia as an Adjunct Lecturer at Southern Illinois University Edwardsville, teaching a course on Municipal Infrastructure Design. Academic credentials include a BS and MS degree in Civil Engineering from Southern Illinois University Edwardsville, completed between 1994 and 2004.
