David Kimball

David Kimball is a seasoned professional in transport policy and regulation, currently serving as the Senior Manager of Consumer Policy at the ORR - Office of Rail and Road since November 2017. In this role, David has drafted and published Accessible Travel Policy Guidance and designed monitoring regimes for key outcomes. Previously, David held a secondment as Senior Regulation Manager for the Eastern and Southern Regions, overseeing Network Rail's performance related to PR18 outcomes. David's extensive experience also includes over a decade at the Department for Transport (DfT), where responsibilities spanned senior policy advising on Northern Powerhouse Rail to management of rail franchise specifications. Earlier in David's career, time was spent at the Highways Agency as a graduate and as an Assistant English Teacher in Japan. Educational qualifications include a BA in Chinese & French from the University of Leeds and an MSc in Transport Planning and Management from the University of Westminster, complemented by additional studies in France and China.
